Default Display region problem on user account

I changed the resolution of my ydl5.0 to 1080p. That took some effort, but I finally got it right and it looks really good on the 61" TV. I was really excited when I saw everything worked as it should in my root account. I logged into my my other account and for some reason I can move the mouse over the entire screen, but there is a smaller region where the trash can, computer, and home folder icons are. I can't move them out of that smaller region. I can change the wallpaper for the entire screen, but the smaller region is on top of it. I fan also change the smaller region's wallpaper. It seems like some simple setting adjustment to stretch the smaller region to the size of the entire screen (and it probably is), but I've looked for hours now and I can't find it.

Help me Haxen (or other qualified linux user). You're my only hope.

I'd llike to add that it is only on desktop 0,0 and none of the others. I don't know if it is some Gnome desktop or e17??
Anyway it sucks and I either want it removed or adjusted to fit.

What has been tried:
I created a modeline and added it to the xorg.conf monitor sectoin. The only option under my screen area of that file is "1920x1080"
When I use the terminal and type xdpyinfo I get that the screen resolution is 1688X964. I assure you that neither of those two values appear anywhere in my xorg.conf file.

Long story short: What is it? How do I fix it? How do I make it go away?
