According to WoWhead, you only need to be level 50. The mobs are level 70, however, so you need to be really careful and have generous 70 friends to kill them and keep you alive. As a level 64 priest with a 70 pally and 70 mage, I was able to pick up enough runes for the tabard, banner trinket, cloth shoulders, and cloth gloves (46 runes in total, 56 if you include the ten needed for the first quest), loot the cloth chest piece, and get half a level of experience. The only item I can actually equip before I hit 70 is the tabard, though.
