  1. Turn your PS3 on.
  2. Go to the “Playstation Network” menu and choose Sign up for Playstation Network
  3. Now the account creation begins. Click on "Yes, I want to create an account" if needed.
  4. Press Continue
  5. Select your country, language and date of birth. Press Continue.
  6. You’re now given the option of account type. Select Master Account.
  7. Now use your common sense to complete the registration.

Create a other user on your PS3, if you for some reason can't register a new master account...

You will need to use a different email account to create a new PSN account. If needed, you can create a new email account @ gmail.com.
There is also no way to transfer any multiplayer(/online) game-progress from your old account to your new one. But you can still keep on using your old (sub-account).

Did you first create a new user from within your PS3, followed by selecting the new user and signing up for a master account?
To create a new user, go to "Users" (on the left in the PS3 menu) -> "Create New User".
Did you also tried a other email and/or password for your PSN master-account?

I don't know any other way... Sorry.
