I had a similar problem. I unplugged my USB keyboard and the problem stopped. I had to end up buying a new keyboard to get it to work with the PS3. I read in a post and/or forum somewhere when I did a search that someone said they used a Mac keyboard. I ended up getting one for about $15 used and that worked just fine. The same problem might be caused by the USB mouse. Best of luck to you.
