This would indeed be very good to insert on your new install.
U forgot to mention this belongs in the /etc/make.conf file on the new install, and u should best put it in after u have chroot'ed and have updated the enviroment. For new gentoo users it might be good to have a look at what the USE flags are, they are a very cool and vital part of the system. The rest probably shouldnt be touched in this file.
